BlueForge Alliance
Nonprofit accelerating the US Submarine Industrial Base
The product
BlueForge Alliance is a nonprofit, mission-driven partner of the US Navy charged with revitalizing the Submarine Industrial Base. It coordinates 15,000+ suppliers, runs the BuildSubmarines.com workforce platform (built with ZipRecruiter), and operates programs across the three pillars of advanced technology, supply chain optimization, and workforce development.
The thesis
The Navy needs to add 3 nuclear submarines per year (1 Columbia + 2 Virginia) under the AUKUS '1+2' plan, requiring 140,000+ new workers across the submarine industrial base. BlueForge is the central coordinating body for that buildout — arguably the single most important workforce + supply-chain effort in US defense.
How it runs
BlueForge Alliance acts as a nonprofit, neutral industrial-base integrator for the U.S. Navy. It plans and coordinates portfolios, convenes government, shipbuilders, suppliers, academia, and workforce partners, and awards or manages programs across supplier capacity, advanced manufacturing, workforce development, and AUKUS-related industrial-base needs.
How it earns
Operations are principally funded through U.S. Navy contracts, including a publicly announced 2024 NAVSEA prime contract with $503 million of initial funding and a potential cumulative value of $980 million over two years. A separately organized philanthropic foundation also seeks donations and endowment support for complementary initiatives.
Why it wins
Its Navy-backed role as an unbiased convening authority provides cross-sector access and the ability to aggregate industrial-base bottlenecks, direct resources, and coordinate nationwide programs across technology, supply chains, and workforce with greater speed and scale than disconnected suppliers could achieve independently.
